Blank logon when starting Windows XP Home SP3

I have a work station that displays a blank user logon, when starting up.
When I say ok and continue - all is well and the correct user profile is
displayed.

Is there a way to eliminate this blank (no user name) startup logon in the
registry?

I keep away from Registry cleaners.

I see on technical boards - the recommendation is to keep away from them?
 
It sounds to me like there is a legal caption at the Winlogon registry
key. What does this this "OK" box look like?

Or post the contents of the HKLM\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon registry key with your next post. The key
may contain private information, (User Name, Domain/Company Name), just
replace private information with generic text.
