Blank discs are being read as full. Why?

For some reason my windows xp does not read blank discs as empty but as full.
So if I want to transfer files to the disc I can't. I can't figure out why?
Is there a setting I can adjust to fix this so that I can transfer files to
disc and free up space on my harddrive?

Mine did that but after a reboot without the CD then inserting the CD it
worked.

Also when mine says full, the software used will burn it anyway; Roxio Easy
Media Creator

I've downloaded Nero so it doesn't matter now. If Windows Media Player isn't
going to cooperate then I won't use it. Microsoft products suck anyways.
