Blank desktop after log in

We get a blank desktop after log in. I have followed steps
necessary, change to the %system root folder%". How do I
know if it's necessary?
After entering password, we get no icons.Ctrl.-Alt.-Delete
gets task manager, if I click Log off enter password again
I get "Active Desktop Recovery" Sometimes a small window
appears that says "Run time error 70 permission denied"
This happens anytime after restarts or stand by. Please

It would be necessary to use the ren command as shown. The folder would be the
c:\winnt folder, assuming c is the system drive. Use cd c:\winnt to get
