Black pigment with Canon S820

The black pigment on both B/W and color prints from my Canaon S820
comes out speckled, for lack of a better word. Almost like a
pointillism painting. This does not occur with the other pigments.
I've tried a few different papers, both brand and type, but they don't
really make much difference. It occurs with both OEM cartridges and
generic ink. I don't print very often. Has anyone had this problem?
Does anyone have any ideas or solutions?

Yes, have you tried making sure the settings match the paper? I had a
similar problem many moons ago and found I was using the wrong paper
setting. Each time the black would print in a large group of heavy
dots, rather than blending in.
