Bitrates confusion

The problem I am having is that when i right click a
video, and click properties/summary/advanced, I see the
data rate of the video as ***kbps, which sometimes means
kiloBITS, and sometimes it means kiloBYTES- Windows can't
seem to make up its mind- up until about 1400
kilobits/second, it'll measure the video in bits/second,
but somewhere higher up in video quality, it starts
measuring 1600 kbits/s as 200 kilobytes/sec- my main
problem is the fact that the abbreviation is unchanged-
from kbps to kbps, I have to watch the video and make my
own judgment as to what unit of measurement is being used.

Yes XP does this. How does this impact anything you are doing?
