This is really outside of Windows XP and will depend on your specific
hardware. Anyway, usually there is a setting in the BIOS setup in there to
toggle between "system" and "setup" security. "System" is what you are
looking for. It's hard for me to be specific here because different
computers have different menus and use slightly different words.
And a warning: a BIOS password is ok for casual security but its fairly easy
to bypass.
Another option is to set passwords on your user accounts in Windows XP.

again, these passwords can be bypassed by anyone who knows what they are
doing and has physical access to the PC.
