Bind icon file to MDE file?

Is there a way to bind an .ico icon file to an MDE file?
I need to distribute an application, and I can't trust
users to "keep the icon file in the application directory"
the way the MS Access help file instructs. Thanks.
 
Doesn't the startup options give you a choice of icons to use?
