bin\debug version doesn't work but debug is fine?

Having a hard time with this VS2005 VB 3tier winform app.

I run teh app in debug mde just fine. I go to the folder for debug
and click on the exe file. The JIT error comes up:

System.Security.SecurityException: That assembly does not allow

System.Security.CodeAccessSecurityEngine.ThrowSecurityException(Assembly
asm, PermissionSet granted, PermissionSet refused, RuntimeMethodHandle
rmh, SecurityAction action, Object demand, IPermission permThatFailed)
at AutoZone.AllData.CreditCards.RunBatch.LoadBatchData()

This is all on my local drive.

Any ideas? I get the same error on my bin\release version and the one
click deployment is not working either???

any ideas?
