Big Problem Need help Fast as posible

Hi everyon

I'm new in Active Directory

I have 5 AD servers as Globals Catalogs in the same domain each belongs to site so there are 5 diferents sites in the domain linked by low speed channels 64Kb/s
2 Weeks ago one of the AD Servers went down and had to be reistaled from the scracht (big mistake I gess)
when it become againg in a AD Server, things come bad day after day. now I can't logon localy in any AD server and I can't create new account

Did the DC that was reinstall have any FSMO roles.If so then someone has to
seize the roles.
