The best practice is to be at 100%. It should expand and contract with the
viewers browser window.
 
Then you cannot make a decision about the best width.

I mean, if you are desiging a site for graphic artists, then you might want
to shoot for a wider browser viewport than one designed for your Mother.

Not always, if you have a page with a single column layout line lengths can
get too long for most people to read comfortably. Images, etc. can shift
around when a page is particularly wide in a manner that makes the layout
not functional.

If IE would support min/max width those problems could be resolved easily
enough. Hopefully, the next version will.

Generally, design for an 800 x 600 display resolution. Allowing for the
vertical scroll bar, that means a page/table width in the range of
750-780 pixels.
