Best way to prevent app installs without hamstringing users?

Can anybody point me to a good resource that will help me secure our
systems from installs, but otherwise, give users full access to the
system and to customize the look and feel etc? Thanks!

My general rule is to make them "users".
If they are above this level - they can do a lot of things you will not want
them doing.
Users cannot install - but it does not keep them from (as you say), "...
customize the look and feel etc ..."

Simply don't make the users members of the local Administrators or
Power Users groups. Ordinary User-level accounts can adjust the "look
and feel" without elevated privileges.
