Best Tweaking program for XP

I have seen many tweaking programs for Windows. What can NG people
recommend that is free (as some you pay quite a high price for!) and is
a really good "under-the-hood" program?

I recently came across this site:
http://www.yogandrew.com/c/XP-Tweaks.chm
There's a 9.52MB download which I haven't yet had time to look at, but it
might be what you are looking for.

the file you point to is old, version 1.4.
A newer and also smaller version 2.1 can be downloaded
from original source <http://windowsxp.homedns.org/xp/>.
Download <http://windowsxp.homedns.org/xp/asp/twg/twg.asp>
comes in form of a msi file (5.5MB), so installation required.
