Best Setup for my company

Here is my Dilemma.

I want to maintain a up to date, functional address book/contact list
for my organization complete with phone numbers, building locations
ect. We have 3 main buildings and are growin fast so the number of
email address we will add by the end of the year will greatly exceed
the number of addresses we have now. Needless to say we do not have an
exchange server (Grant in the works for one) we use POP for our mail.

What is the best way to maintain a contact list so that:
1) We do not have to run to 40+ machines and import the new one
everytime someone gets an address.
2) Set something up so that people can keep their own personal
contacts.
3) Make it so that contacts do not duplicate.

I am assuming that if we can set a master list in a shared directory
that would be the best but how can I do this while maintaining all of
the above.
