Best Ratio for 17" LCD Monitor

are the 350:1 better than the 500:1? I usually run resolution in 1024 x 768.

No, the higher the ratio the better, all else being equal.
350:1 is rather horrible, typical low-end displays are now
at least 500:1 and the higher end even higher ratio. Mostly
the result of the higher ratios means your black-point is
lower, closer to true black when the monitor is calibrated
properly... many will need manual calibration for best
results even if they attempt to calibrate themselves.

1024x768 is below the native resolution of today's 17"
screens, you would not want to buy a screen with a native
resolution of 1280x1024 and run it at 1024x768. I suggest
you either buy a 15" LCD if you really want 1024x768, but
that it would be better to use 1280x1024. Go to a store and
see if you like the size, and if 1280x1024 is too small for
your tastes on a 17" then consider a 19" @ 1280x1024.
Inevitably it's easier to make use of the extra space than
to do without in some uses, I'd much sooner go with a 19" if
not even larger. Widescreen or not is a whole 'nuther
issue, you really need to go to a store and see a few.

I'm running 1024x768 on my 19" SyncMaster 930B and it's just fine.
Most better LCD monitors handle it fine. I've gone up to 1280x1024,
and observed no major improvement.

If you have it set to display black borders, yes that can
work, but why would you do it? Waste of money, no point in
paying for that size display then.

If you mean resampling the image so it's no longer in it's
native resolution, one pixel per LCD element, that will
always be blurry, a known issue with all LCDs since day 1.
