Best process for creating VCD's

hello,

i've spent some time going through messages on this newsgroup and it seems
that the best quality for movies that need to be played on a dvd player is
to create a vcd, if you don't have a dvd burner.

what i can't seem to figure out is how one should do this. what i mean by
this is what are the best file formats to use in movie maker to get a good
quality vcd.
i've seen dv-avi mentioned. i thought it may be an option in movie maker,
but i didn't see it, so i figure that i need another package to create
dv-avi files. i would appreciate it if someone could recommend a good
package for this.

my laptop came with nero express, which does have an option to burn vcd's.
is nero express the best tool for creating vcd's and eventually dvd's? if
not, what tool is better?


i'm very new at this, so small steps would be appreciated <smile>
