In the past, it went with out saying when installing a
server one needed to creat a system partition and a data
partition. One reason one would do this it to avoid the
system disk to fill up and crash the server. With today's
technology, on a 18GB mirror configuration what would be
the best way to install window server 2000? Installing
all on C or create a D.

Creating a separate data and OS partition is still very much recommended.

Given those disk sizes, my hunch would be to go for an 8Gb boot partition.
I normally go for 16Gb.
