Best Method Comparison Report

What is the best way to approach a comparison report? The
data is all in one table. I want to compare by Year under
each site. I have 3 sites.
for example:

SiteName:
2002-2003 2003-2004 Difference
Criteria1
Criteria2
Criteria3
.....
Each record contains sitename,year, criteria1, criteria2,
criteria3.

The approach would most likely be a crosstab query.
