Best free/trial icon (from image) creator

Dear all,

Does anyone come across a free/trial icon(from image) creator?
I need the icon creator to create icon with the size of 96 x 96 or 128
x 128?

I have tried quite a few free/trial icon creator but none of them is
able to create icon (from image) which is bigger then 96 x 96.

Can anyone let me know any good ones out there?

MS Paint

save as .bmp then change the filename to have .ico as an extension
