Best Forum available with Attachment upload ability?

Does anybody know which is the best forum software available which includes
attachments upload ability?

I want to set up a forum that has the ability for people to upload
attachments as rar files/pdf files or any other type fo file.

Thanks very much,
I'll certainly check them out, I've heard of a phpbb of course, but it
does'nt have a built in attachment ability and I'm not a programmer so
didn't attach the mod.
