I am about to purchase a notebook through Dell and want to
make sure that I am getting the right configuration for
the computer to be used in both English and Russian. My
wife speaks Russian and we are moving there to work - we
want to be sure that she can use the computer in both
languages. Does anyone happen to know which operating
system is best? Any tips on making sure we have all our
bases covered? Many thanks!

Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, create a new partition and install the new O/S, thereby
creating a dual-boot configuration.

A good third-party partitioning program is Partition Magic 8.
