Best Computer-TV cards for PAL Reception?

Greetings Xperts :-)

I recently moved from an NTSC (M) zone to a PAL B zone and my WinTV-FM card
is useless.
I would like opinions on which TV card is best for PAL TV - best quality at
reasonable cost, if you
know what I mean :-)

Is there any web site that has tested the cards and given comparisons?
