Best budget choice for 2.4GHz cpu

Which is the best budget choice <90$ (<80Eur) for a 2.4GHz cpu + (old)
AbitKT7 MB ?

90% SOHO (19" Iiyama) high 2D sharpness needed.
10% Gaming.

Around here basicly only 9XXX-series available.

I think 9600PRO fits your budget,though I don't know how sharp it is in
2D.I still use a 9700PRO and it's very sharp in both 2D and 3D.

My vague guess is that card manufacturer matters to 2D-sharpness.

Which would you consider to be the 3 best?

Can drivers be changed between different manufacturers?

Can drivers be changed between different manufacturers?

Most people use the chipset manufacturers reference drivers (ATI or
NVidia as appropriate). You generally only tend to use the drivers
from the manufacturer of your card if your card has non standard
components, say TV in/out for example, that the reference drivers
might not support.

Usually. I use ATI's without the CCC piece of bloatware, or preferably
Omega's.
