best budget and best mainstream card on pcie

what are the best quality/price ratio cards, for budget and mainstream
category? i have a pentium d 3.4ghz and 512mb of ram (will be
upgraded). what are the best cards i can have for US 100, 200 and 300?
how do they compare together? (this is not for web word and music, but
for gaming or video editing)

PS. I am in canada and newegg doesnt come here :( . if youre looking
for some prices, check on pricenetwork.ca (online shops) or
microbytes.ca (local real shops)
