Best approach for conditional formatting?

I would like to make numbers within certain ranges show up in different
colors. I'm very new to Excel, but have programmed scripts in Access and
know what an Access macro is - as well as the Access "conditional
formatting" feature. What is the best approach to take in Excel? And could
you give me some pointers as to the first steps to take to get into the
recommended environment?
 
You'll need to describe what kind of data will be in the cells
and which formats would be associated with which data values.

Numeric data <80 would remain black - no extra steps.
81>90 - blue
91-100 - red
above 100- fuschia
 
Click on FORMAT > Conditional Formatting

Condition 1: Cell Value Is Between 81 90 (Set Format)
Condition 2: Cell Value Is Between 91 100 (Set Format)
Condition 3: Cell Value Is Greater Than 100 (Set Format)

I can't believe I couldn't find that "conditional formatting" menu item.
It's in just the obvious place. (Maybe that's the problem .... Who would
look in the obvious place???? :-) )
