Being blocked from Internet Explorer

I have been trying to connect to Internet Explorer and everytime I click the
Icon it flashes and does nothing else. I've had my laptop since 06-11-06 and
haven't ever had a problem with it. I let my 13yr old nephew use it for a
game and other than that I only use it. Could it have anything to do with my
Macfee Security because it said something about my privacy setting being off
but when I clinked it on it still just flashed when I tryed to connect to
Internet

Start - Programs - right click on Internet Explorer and make a new shortcut.
