When I try to synchronize web page to view offline I receive this:
offline web pages [name of page] error downloading URL. Tried everything
and nothing seems to correct this problem, need your help.

Hi,
Have you tried clearing the IE cache? Be sure to delete Offline Content.

IE> Tools> Internet Options> General> Delete files (and delete offline
content when that dialog pops up) It's often recommended that the TIF folder
be kept at about 50-60 MB (Settings.)

Hope this helps,

Guessing because I've seen this question a few times. I've never seen an
answer. I the website working? Can the website be accessed normally?

Plan B... Follow the appropriate (for your OS) instructions at
http://mvps.org/winhelp2002/delcache.htm to delete the Temporary Internet
Files *folder* The TIF folder may be damaged. A new folder will be created
on restart.
