My FP behaviors don't work. Suggestions?

and *which* behaviour - FP2003 offers about 2 dozen or more of them.

If I understand the premise behind FP behaviors correctly, you should be able
to select an image or highlight text and insert a behavior, which would
trigger an action when the user executes the attached script associated with
the behavior.
The behavior task pane "greys out" both the insert and action options,
regardless of what I select or highlight on my page, hence my query why my
behaviors don't work.
My first notion was that I hadn't selected the proper authoring tools, but I
checked an everything there appears in order. This isn't an uploaded site so
I can't direct you to view the problem. Hopefully this is enough info for
someone to help steer me in the right direction to solve my problem.
