Beginner to Outlook

I need to set up a calendar for everyone in the office. The purpose is to enable employees set up meetings and show whether or not employees can be booked for the meetings.

I'm new in this kind of things, even though we have been using Outlook/Express all this time. Employees' mail directory is in their c:\ drive. I'd imagine that employees' calendar (their Outlook directories and files) need to be on the server. Please give me a pointer of where I should start.

Exchange Server 5.5
Outlook Express 6.00.2

I haven't used Exchange Server for some time. In order to incorporate what I need to do below, do I need to resurrect Exchange Server?

Outlook Express has no calendar functionality. If you have Exchange Server
set up, users can access calendars with Outlook WEb Access.
