BCM not always loading when opening Outlook

I have BCM installed, database created. Sometimes BCM loads when opening
Outlook (e.g. you see"Business Tools" in the menu options) and other times it
doesn't load. I still see the BCM folders and contacts, but the links to
individuals history is no longer there, and BCM is not an option on the
menus??? What is going on?
 
Do you use a PDA? Are you docking your PDA and turning it on (thus
activating ActiveSync) before Outlook starts? Often times this can prevent
add-ins from loading.
