BCM 2007 permisions

I understand that its not possible to to restrict access per user or group
with out a Visual studio add-in but is there anyway i can prevent a user
from deleteing all records offline then syncchronizing an wipeing the shared
database?

If someone deletes records on- or offline, that will only result in
the records being moved to the deleted items folders, from where they
can be undeleted. If they hard delete the records--delete them from
the deleted items folders--they are intentionally removing the data,
and presuambly maliciously(?). In which case they could also do the
same while online. Another reason back up the database regularly.

Not sure where VS add-ins come into the picture.
