Battery Life HP Pavillion ZE4500

Is there a way to refresh the battery to get longer life. I seem to
remember seeing something like that on my son's Compaq laptop but
can't find that opion on mine..
 
Also my battery wneb fully charged doesn' seem to get passed 96%
chaged. Does that mean the battery is going bad?
