I have a Toshiba Sattelite Laptop 2250. I run XP Pro with
all of the patches to date.

When the battery reaches alarm levels (either low or
critical) all that happens is a tiny icon temporarily
appears in the systems tray - then it disappears. No
message, no sound, although both are checked.

I have downloaded the latest Toshiba Power utility. Same
problem whether I use the MS or Toshiba Utility.

Any suggestions?

Contact Toshiba - this is a proprietary, not a Windows, issue.

I have contacted Toshiba. What makes you think that this
is a proprietary issue? It worked prior to Windows XP
being installed.

So? It's still proprietary - have you visited the Toshiba's site to see if
there's a driver update?
