Batch script to start services with timer

I am trying set up a script that will start 4 services on
my web server. There are 4 services, 2 must start, one
before the other then the other 2 must start one before
the other. This server is off-site so I want it to auto
log in then run the script to start these services with a
time-out between the services starting, when it is
rebooted. Anyone have any suggestions? I tried a batch
program but the time-out doesnt work unless you either
answer or close the application before the next service
starts. I want this to be completely hands off. Thanks
