Batch Mode Command for MS Outlook 2002?

Can I use command lines in a dos window prompt for/with Microsoft
Outlook 2002? I want to use Win2k Scheduler to kick off a MS Outlook
icon that has command settings in it, something like (Example not real
commands):
c:\outlook.exe -c server\username -f c:\batch\test1.sql -to
(e-mail address removed)

Something like this. Can it be done? What are the available
commands? I could find it anywhere in help. Or, is there a GUI way
to do this all?
 
Depends on what you are trying to achieve. You can schedule recurring mail
indeed though;
