Bar goes white on mouseover

I recently wrote in about a problem I was having creating new text documents
and now I'm having a different problem, I hope someone can help me with this
one.
Today I had to set my laptop back to it's factory settings due to some
problems. Everything works okay with the exception of my text files and my
AVG Free.
In the first row of tabs, "File, Edit, View, etc. instead of being grey
which is what area is, surrounding each word. When I go to mouseover on
these pieces, they are then outlined in white leaving a bit of grey between
the name and the outer edge of the block. Then when I click them they
completely turn white with no grey in at all. If I close out the text file
or the program and open it again the same problem happens.

I know it's just a small thing but it's driving me nuts. These are the only
two programs that are doing this. I'm sorry if my explanation isn't the
best. I would like to show what it does to better explain it but I don't
believe I can post pictures to this group and I don't know if it would be
alright to paste a picture in this posting using the Rich Text (HTML)
version.

Right click Desktop select Properties and on the Display properties click on
Desktop Tab then click Customize Desktop.
On the Desktop Items click on Web Tab and be sure all boxes unchecked there.
Then click on Appearance Tab then Effects button. On the Effects window
select these boxes:

[ √ ] Use the following transition effect for menus and Tooltips:

[ Fade effect ][v]

[ √ ] Use the following method to smooth edges of screen fonts:
[ Standard ][v]

[ ] Use Large Icons
[ √ ] Show shadows under menus
[ √ ] Show window contents while dragging
[ √ ] Hide underlined letters for keyboard navigation until I press the Alt
Key

In the Control Panel click Tools >> Folder Options then click on View under
this option:
[&] Files and Folders

[ √ ] Display Simple folder view in Explorer's Folders list and close the
Folder Options window and Reboot your computer.
