is there a way to limit the amount of bandwidth used by a specific user.
i mean if windows has a buitin feature. if not, please tell me some way to
do this!

We might need more information. What is it exactly that
you are trying to accomplish?

ISA server doen't have bandwidth limitation, just prioritization of
remaining bandwidth. You can't use ISA, to set a specific bandwidth for a
user.

i have a 1Mb connection to internet. we are like 15 users who want to share
this conection. if i use a proxy, if 3 users download big files, the rest
should navigate very slow, and thats why i want to limit the bandwidth used
by every user.
if windows can't do this, is there any 3rd party software doing this?
