Bandwidth control

Hi,

I have a network with two sections. One section is using
public IPs and is connected directly to the internet. The
other section is behind a win2k server doing NAT.
I want to limit the bandwidth consumed by the section
behind the NAT server.
Could someone please help me.
I have tried to used QoS but I can not find the ACS
service and my NIC is not 802.1p compliant.

I need help urgently.

802.1p is prioritization of traffic and has nothing to do with bandwidth
control. What you are looking for is rate limiting and usually it's done on
a network device like a router or multiservice switch.
