Bandwidth and CPU management

I'm probably looking for two different pieces of software here.

Firstly is there a freeware CPU management tool which i could use to limit
the cpu usage of a particular program?
So i can set a program to use no more then 50% of total CPU, or no more then
5% of CPU (no matter what the current cpu usage is at the time)?

Secondly, is there a freeware tool which allows you to manage the bandwidth
consumption of particular programs?

Operating System?

CPU limiters exist for *BSD (or used to) and some name brand UNICES, but
not Linux, to my knowledge.

I haven't seen one for any MS products.

Sorry, looking for something for windows xp.
http://www.appsense.com/ is some commercial software which claims to be able
to do it, but the probably isn't a freeware
alternative.

How about the bandwidth manager? Managing what programs can use what
bandwidth?
