Perhaps I'm in the wrong group. If so, I'm certain that I will be
corrected: BUT, I edit an organization's small quarterly magazine. I used
to use Microsoft's Photodraw until it would no longer work with XP and was
not supported. I threw it away. I could take a photo and put a "balloon"
(both spoken and thought as in the comics) above a character's head and and
put text in it. Will someone give me a hint as to what I can use to do that
now?
 
You can use Microsoft Digital Image Pro to do most of what you do in
Photodraw

Use any photo editor to paste in some pre-stored balloons (of your own
design), then use the text tool to insert text into them.
