I have just looked in my recycle bin and seen many files labelled ".bak".
What does this mean? What causes this to be attached to those files?

LOTS of applications use the extension .bak
You need to be more precise.
Do they have names like Inbox.bak and Sent Items.bak?
 
Did you recently compact folders in Outlook Express?

Do you use Outlook Express for email or news? If so, OE has a
built-in feature where it will offer to compact all its folders
after it has been closed 100 times. During this process it
creates a backup copy of each OE folder and places it in the
Recycle bin with the .bak extension. If a problem should occur
during the compacting process, you can use the backup files in
the Recycle bin to restore your Outlook Express data.
