Yep, all that led shows is the 5VSB rail, the standby power.
The power supply can fail to start when told to by the motherboard,
or can start and not put up POWER GOOD, or start and put up
POWER GOOD and then have a problem delivering good power.
POWER GOOD doesnt mean much with cheap and nasty power supplys.

The power supply was certainly cheap compared to the stuff I've
been pricing up.
Luckily, I work for a company that is throwing tons of pc's into the skip.
I'll scavenge something and use it until I have more cash to spare.

An aged, older generation PSU isn't such a great idea on a
semi-modern system. It isn't likely to have sufficient 12V
current and in the case of the lower quality units, might be
harmful to the system if it fails.
This doesn't mean you necessarily need to spend top dollar
for something special, but a typical name-brand 400W PSU may
easily have 3X the current on the most loaded rails used by
modern PCs.
