Bad bootup

When I start windows XP it seems to start fine but, all
that shows up on my desk top is the wallpaper.
I can move the mouse, but right or left click does nothing.
I can start the task manager and access the new task run
and launch the browser and can browse and launch programs.
So where is the Start/Tool/Task bar and my folders/Short
cuts

That is your explorer.exe which is the windows shell. You
can use task manager to bring it up, click new task on the
application tab and type explorer.exe. But we need to find
and fix the cause. Try the system file checker tool, click
start, run, and type; sfc /scannow with that space.
