bad block -------cd-rom

i know there many people already ask this cd-rom question. but everyone's sitituation is different. i did try to follow the steps of answers to solve this problem, but it did not work for me.. so... in here i just want to specific my problem to see if anyone can help me.....
i was upgrading from windows 2000 to windows xp sp1 english version, everything is fine, there is only one problem whichi is the cd-rom no longer works. Under one point the cd-rom works is when i insert audio cd.
When i checked error view, i saw the computer report this : The device, \Device\CdRom1, has a bad bloc
how can i solve this problem..
i will descirpt my problem in details, so these computer experts can help me solve the problem.
I only have windows xp in my hard drive right now, but before i had windows xp and windows 2000 on my hard drive at the same time. At that time i did not find any problem to use my cd-rom or cd-rw drive in either windows. The problems occurs as soon as i kicked out windows 2000 from my hard drive. whenever i insert an cd that is not audio cd, my computer starts to run very very... slowly. I need to wait more than 15 mins just to close or open any program and i need 5-10 mints. waiting time just to switch from one program to another program. But computer will go back to normal speed as soon as i eject the cd.
Now i have only one os system- windows xp in my hard drive, so if the problem cant be solved, do you suggest that to format the hard dirve again.. If that is the case, can you teache me how to format hard drive again without ms-dos. (i only know how to format under ms-dos system, which under windos 98, we command computer to restart under ms-dos and then i just type in format c:

It is unlikely that there is anything wrong with the Windows XP
on the hard drive. But the cdrom drive might need, at the very
least, a good cleaning. If the error persists, then the cdrom
drive is probably failing. This is the significance of the "bad
block" error report or the slow compiling of a data cdrom.
 
that could be the reason. but the problem is my dvd rom and cd-rw drive is not a combo. they are separated. so.. if both drives not working at the same time.. there is some problem.
