The "dial-ups [you] defined" are stored in a file (or files depending on how you set
them up) named rasphone.pbk. If the dial-up connections were created while
logged in as the built-in Administrator, and you choose to share them with All Users,
look in this folder: C:\Documents and Settings\All Users\Application
Data\Microsoft\Network\Connections\Pbk. Else, look in C:\Documents and
Settings\%UserNameWhoCreatedThePhonebook%\Application
Data\Microsoft\Network\Connections\Pbk folder.
Depending on the folder you need to view, you may need to log in as a user in the
Administrators groups. Also, the folder named Application Data is hidden by default.
So, if necessary, change your Explorer view settings as follows: Control Panel >
Folder Options > View [tab]: Select: "Show hidden files and folders"

Control Panel applets, and the multitude of files that the settings are stored in...
Well, this question is quite possibly impossible to answer short of saying that for
complete recovery you would need a recent backup of your entire system.
