Backup won't write to anything

Backup (ntbackup.exe included in WinXP) will not write to
a CD, I know. But it won't write to a zipped folder on my
C: drive, to a regular folder there, to the root
directory C:\ or even to a floppy disk.

It creates a 2Kb file and then comes back with the
useless error report:
"
Error returned while creating the volume shadow
copy:800423f4
Aborting Backup.
 
Have you disabled the Volume Shadow Copy service or the MS Software Shadow
Copy service?

I've not knowingly disabled any service. In Backup I've
not selected "Disable volume shadow copy" (greyed out
anyway).

FWIW, the system tells me:

C:\>sc query vss

Panic over: I've converted to NTFS and Backup now works,
within limitations. Funny, the Help stuff doesn't seem to
say that the utility won't work with FAT32

Hi Martin,

Can you perform the following experiment, assuming you write your BKF
file on a regular disk location: immediately after NTBackup fails with
800423f4, please run VSSADMIN LIST WRITERS and cut & paste the output
- this should help us isolate the problem.

Also, can you check if there any VSS errors in the Event Log?
