In windows xp it was possible to backup the activation by saving the wba.dbl
file, it this functionality available in vista and if so how do i do it.

no way.

Vista uses a new way of Softwary Protection. The Product activation has been
redesigned and everybody will understand that Microsoft is not telling the
details how it works..

Simply do the toll-free phone call if it wants to ractivate and internet
activation is blocked for what reason ever.

If it is running on a single PC with a valid Key there is no reason to get
paranoid in believing it would refuse to activate. :-)
