Backup Problem - System Directory

Using Windows 2000 Server's Backup utility, I specify a
normal (full) backup. I have 2 issues.

1) WinNt\System directory is not completely backed up. I
cannot get many of the files to backup ...they are not on
an exclude list either.

2)Second problem - How do you backup files that are in use?
