I am aware of the steps on how to import and export back
up files (.pst), but when I export my email files onto a
CD, I'm not able to import it. I receive a popup message
of: File access is denied. You do not have the
permission required to access the file -----.
What am I doing wrong??? Can someone please help?

Copy the pst file to your HDD and remove the Read-only attribute before
doing the import. Outlook requires Read-Write access to the pst file to
function, and it can't do that while the file is on the CD.

I believe Outlook wants to open the .PST file in read/write mode. So you
have to copy it to a medium, usually your hard disk, where you can change
the Read-Only attribute.
