For some reson my backgroud option is grayed out, but I have used my
backgounds before
 
Cannot change Desktop background wallpaper.

This can be caused by the following policy.

Prevent changing wallpaper policy: Prevents users from adding or changing
the background design of the desktop. By default, users can use the Desktop
tab of Display in Control Panel to add a background design (wallpaper) to
their desktop. If you enable this setting, the Desktop tab still appears,
but all options on the tab are disabled.

Allow Wallpaper/Background Changes - Disable

Click on Allow Wallpaper/Background Changes

wallpaperenable.reg is the file that you want.

NoChangingWallPaper: Disables all options on the Background tab of Display
in Control Panel. As a result, users cannot add or change the background
design of the desktop.

NoChangingWallPaper can appear in both

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop

Value Name: NoChangingWallPaper
Data Type: REG_DWORD
Value Data: 0 or 1
0 = The policy is disabled or not configured. Options on the Background tab
are enabled.
1 = The policy is enabled. The Background tab still appears, but all options
on the tab are disabled.

If NoChangingWallPaper is not in the registry it's the same as being set to
0, the policy is disabled or not configured.

Open the Registry Editor...
Start | Run | Type: regedit | Click OK |

Navigate to >>
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
Look for NoChangingWallPaper in the right hand pane and make sure that it is
set to 0.

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
Look for NoChangingWallPaper in the right hand pane and make sure that it is
set to 0.

HKEY_CURRENT_USER affects the current logged on user and HKEY_LOCAL_MACHINE
affects anyone that logs onto the machine.
