background with differing shades

How can I get the background of a page to start with a light shade of blue,
then go to white in the middle, then a dariker blue at the bottom?

If you mean a gradient, then you need to create such an image in your
favourite image editor, wider that the maxiumum screen size you expect users
to see the site at so you don't get the tiling background problem. i.e. make
it larger than 1024 x 768. This might make download times increase, but
that can't be avoided; if your image editor is a good one, then it should
have the capability of producing a pretty good quality image whilst keeping
the file size down.

I recently purchased Photoshop Elements - a good product for general image
creation, not just for touching up digital photographs.
 
You don't have to make it as wide as the page.
Make a vertical image a few pixels wide and let it tile to fill the
background.

Make it horizontal, save it and then use IrfanView to rotate it 90 degrees.
